SECOND PUBLIC HEARING NOTICE

Suwannee County plans to apply to the Florida Department of Economic Opportunity (DEO) for a Community Development Block Grant-Coronavirus (CDBG-CV) of $5,000,000.00. For each activity that is proposed, at least 70% of the funds must benefit low-and-moderate income persons.  The activities, dollar amounts and estimated percentage benefit to low-and-moderate income persons for which Suwannee County is applying are:

The activities to be carried out in Project Area #1 are as follows:

 

Construction of a facility on County-owned property to accommodate the quarantine needs of COVID-19 infected residents from the Suwannee County and first responders who cannot otherwise provide their own means of quarantine and separation from uninfected people when necessary. The facility would additionally accommodate temporary housing of persons who are undergoing treatment and need to be isolated from other family members within a household. At least 51% of the facility’s available occupancy will be reserved for persons defined by the U.S. Department of Housing and Urban Development (HUD) as Limited Clientele, (serving groups of persons presumed to be low-to moderate income).

Suwannee County does not anticipate anyone will be displaced as a result of the proposed CDBG-CV funded activities.  If any persons are displaced as a result of these planned activities, Suwannee County will assist as described in the County’s anti-displacement and relocation policy, which is available for review at County Administrator’s office at 13150 80th Terrace, Live Oak, Florida 32060.

 

A public hearing to receive citizen views concerning the community’s Coronavirus relief needs will be held at the Judicial Annex Building, located at 218 Parshley Street Southwest, Live Oak, FL. 32064, on Wednesday, October 27, 2021, at 4:00 pm. A draft copy of the application will also be available for review during normal business hours at the Suwannee County Administrative Building located at 13150 80th Terrace, Live Oak, Florida 32060 by noon on Thursday, October 28, 2021. Persons wanting to submit written comments on the application should send them to Mr. Shannon Roberts, Content Admin/Assistant at 386-590-0732 or by email at [email protected] no later than Friday, October 29, 2021.

Suwannee County, Florida anticipates applying for Rebuild Florida General Infrastructure Program funding provided by the U.S. Department of Housing and Urban Development (HUD) to support long-term mitigation efforts by assisting the State of Florida and its local governments in minimizing or eliminating the risks and reducing losses from future disasters. This program is being administered by the Florida Department of Economic Opportunity (DEO) through the Community Development Block Grant – Mitigation General Infrastructure Program (CDBG-MIT GIP). The total allocation for the CDBG-MIT GIP Round II funding is $175,000,000 with a minimum funding request of $2,000,000 per application. No local match is required to apply for the funding.

Suwannee County, Florida anticipates submitting an application for an approximate total of $5,000,000 in funding through the CDBG-MIT GIP Round II. The project is as follows:

Local Road Rehabilitation/Reconstruction and Drainage Improvements

In accordance with guidance provided by HUD, the public input requirement for this program includes the option to post information about the proposed funding projects on a public website with a 14-day public comment period.
