Florida Court Clerks & Comptrollers Recognizes Domestic Violence Awareness Month

Florida’s Clerks of Court and Comptrollers support individuals facing domestic violence with essential services including domestic violence injunctions

TALLAHASSEE, Fla.— Each year, Clerks of Court help tens of thousands of vulnerable individuals suffering from harmful relationships or threatening behavior from strangers apply for protective injunctions with the help of compassionate professionals. In observance of October as National Domestic Violence Awareness Month, Florida Court Clerks & Comptrollers (FCCC) is recognizing survivors of domestic violence and highlighting services provided by Clerks of Court to assist those facing domestic violence issues.

“If you are in immediate danger of domestic violence, call 9-1-1,” said FCCC President and Martin County Clerk of Court and Comptroller Carolyn Timmann. “One of our most solemn duties as Clerks of Court is the urgent processing of protective injunctions for individuals seeking protection from domestic violence. If you or anyone you know needs assistance with a domestic violence injunction or restraining order, please contact your local Clerk’s office, so we can provide guidance and help process your application. These services are available year-round at no cost to the filer.”

“Every victim and survivor of domestic violence shares a story of heartbreak, and everyone deserves to live a life free from abuse, harassment, and violence,” said Chris Hart IV, Chief Executive Officer of Florida Court Clerks & Comptrollers. “As we recognize Domestic Violence Awareness month this October, FCCC wants anyone suffering from domestic violence to know that Clerks of Court in Florida are committed to making their essential, protective services accessible whenever they’re needed, and they are there to help you navigate the process.”

Florida’s Clerks of Court receive and process domestic violence injunctions, or restraining orders, and these essential services are available at no cost to recipients of the service. Clerks of Courts are dedicated to ensuring their availability at courthouse locations and annexes. Anyone with questions about the process or who is considering filing an injunction should contact their local Clerk of Court’s office in their county for specific information.

In 2021, Clerks throughout the state processed 78,302 applications for protective injunctions that help those impacted by domestic violence and other vulnerable populations.

Contact your local Clerk’s office to start the process to file for an injunction or restraining order.

Notice of Permit Decals Fees

Effective July 11th, the replacement fee for the collection permit decals will go into effect. Initially set to go into effect on July 1st, the grace period has been extended to July 11th. Replacement decals are available for property owners who currently pay the annual solid waste assessment at a fee of $50.00 per decal.  

 

 

 

 

Effective June 20th, 2022, entry into this Collections Site will require a County issued windshield permit decal. Each county resident who pays a special assessment for solid waste on their yearly tax bill will be issued two (2) collection permit decals per assessment, scheduled to be re-issued yearly in late November or early December.

The County is eligible to apply for up to Seven Hundred Fifty Thousand Dollars ($750,000.00) in the neighborhood revitalization, commercial revitalization, and housing rehabilitation categories and up to one million five hundred thousand dollars ($1,500,000.00) in the economic development category.  Construction activities funded through the CDBG program must meet one of the following National Objectives:

 

  1. To benefit low and moderate income persons;
  2. To aid in the prevention or elimination of slums or blight; or
  3. To meet other community development needs of recent origin having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community and where other financial resources are not available to meet such needs.

 

The categories of activities for which these funds may be used are in the areas of housing, neighborhood revitalization, commercial revitalization or economic development and include such improvement activities as acquisition of real property, loans to private-for-profit businesses, purchase of machinery and equipment, construction of infrastructure, rehabilitation of houses and commercial buildings and energy conservation.  Additional information regarding the range of activities that may be undertaken will be provided at the public hearing.  For each activity that is proposed, at least 70% of the funds must benefit low- and moderate-income persons.

 

In developing an application for submission to DEO, Suwannee County must plan to minimize displacement of persons as a result of planned CDBG activities.  In addition, Suwannee County is required to develop a plan to assist displaced persons.

Collections Permit

PUBLIC NOTICE

 

Residents of Suwannee County can expect to receive in the mail beginning Monday, May 23rd, 2022, their County issued collections site permit decal with a letter (seen below) explaining the purpose of the decal and where to place it on your vehicle windshield.

 

 

 

On April 5th, 2022, during its regularly scheduled meeting, the Suwannee County Board of County Commissioners amended and adopted Resolution No. (2022-28) that implements the requirement of a permit decal for entry into Suwannee County Collection Site facilities.  The use of the permit is to ensure appropriate county residents have access to collection site facilities and to minimize unauthorized use of the facilities.

 

Effective June 20th, 2022 entry into this Collections Site will require a County issued windshield permit decal. Each county resident who pays a special assessment for solid waste on their yearly tax bill will be issued two (2) collection permit decals per assessment, scheduled to be mailed in November of each year.

 

The permit is made of plastic material and is designed as a static cling decal for easy placement and removal.  It shall be placed in the lower corner of the windshield on the driver’s side, as shown below, in plain sight & for easy viewing by Collection Site Attendants. The decal is to be placed on the inside of the windshield.

El Condado de Suwannee planea solicitar al Departamento de Oportunidades Económicas de Florida (DEO) una Subvención en Bloque de Desarrollo Comunitario-Coronavirus (CDBG-CV) de $5,000,000.00. Construcción de una instalación en una propiedad propiedad del Condado para acomodar las necesidades de cuarentena de los residentes infectados por COVID-19 del Condado de Suwannee y los socorristas que de otra manera no pueden proporcionar sus propios medios de cuarentena y separación de las personas no infectadas cuando sea necesario. La instalación también albergaría temporalmente a personas que están recibiendo tratamiento y necesitan ser aisladas de otros miembros de la familia dentro de un hogar. Al menos el 51% de la ocupación disponible de la instalación se reservará para personas definidas por el Departamento de Vivienda y Desarrollo Urbano de los Estados Unidos (HUD) como Clientela Limitada (que atiende a grupos de personas que se presume que tienen ingresos bajos a moderados).

Suwannee County plans to apply to the Florida Department of Economic Opportunity (DEO) for a Community Development Block Grant-Coronavirus (CDBG-CV) of $5,000,000.00. For each activity that is proposed, at least 70% of the funds must benefit low-and-moderate income persons.  The activities, dollar amounts and estimated percentage benefit to low-and-moderate income persons for which Suwannee County is applying are:

The activities to be carried out in Project Area #1 are as follows:

 

Construction of a facility on County-owned property to accommodate the quarantine needs of COVID-19 infected residents from the Suwannee County and first responders who cannot otherwise provide their own means of quarantine and separation from uninfected people when necessary. The facility would additionally accommodate temporary housing of persons who are undergoing treatment and need to be isolated from other family members within a household. At least 51% of the facility’s available occupancy will be reserved for persons defined by the U.S. Department of Housing and Urban Development (HUD) as Limited Clientele, (serving groups of persons presumed to be low-to moderate income).

Suwannee County does not anticipate anyone will be displaced as a result of the proposed CDBG-CV funded activities.  If any persons are displaced as a result of these planned activities, Suwannee County will assist as described in the County’s anti-displacement and relocation policy, which is available for review at County Administrator’s office at 13150 80th Terrace, Live Oak, Florida 32060.

 

A public hearing to receive citizen views concerning the community’s Coronavirus relief needs will be held at the Judicial Annex Building, located at 218 Parshley Street Southwest, Live Oak, FL. 32064, on Wednesday, October 27, 2021, at 4:00 pm. REBUILD FLORIDA CDBG-MITIGATION GENERAL INFRASTRUCTURE PROGRAM

Suwannee County, Florida anticipates applying for Rebuild Florida General Infrastructure Program funding provided by the U.S. Department of Housing and Urban Development (HUD) to support long-term mitigation efforts by assisting the State of Florida and its local governments in minimizing or eliminating the risks and reducing losses from future disasters. This program is being administered by the Florida Department of Economic Opportunity (DEO) through the Community Development Block Grant – Mitigation General Infrastructure Program (CDBG-MIT GIP). The total allocation for the CDBG-MIT GIP Round II funding is $175,000,000 with a minimum funding request of $2,000,000 per application. No local match is required to apply for the funding.

Suwannee County, Florida anticipates submitting an application for an approximate total of $5,000,000 in funding through the CDBG-MIT GIP Round II. The project is as follows:

Local Road Rehabilitation/Reconstruction and Drainage Improvements

In accordance with guidance provided by HUD, the public input requirement for this program includes the option to post information about the proposed funding projects on a public website with a 14-day public comment period.
